To display the billed vs non-billed time of a user in a time report, make sure you:
Add the Billed Status field under the Display & Group By area, AND
Leave the Exclude Billed Time and Exclude Unbilled Time options unchecked under the Advanced Report Settings area
The non-billed vs billed time entries will show up stacked upon each other per user.
